The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are delivered from various governments. Considerable effort is expended on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, persist.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
